Job Description
The Test and Evaluation Organization of AMERICAN SYSTEMS currently has a position for an Operations Research Systems Analyst (ORSA)in support of a Theater Joint Land Forces Component Command Common Operational Picture (T-COP) Quick Reaction Test project at the Theater Joint Forces Land Component Commander Coordination Center (TJFLCC-CC), US Army Paci fic (USARPAC), Ft Shafter, HI. The QRT project is directed to research, develop, integrate, test, and evaluate tactics, techniques, and procedures (TTP) for joint military processes.The objective is to demonstrate, through the test and evaluation process, a significant improvement in the subject area.
Will serve as an ORSA providing operations analysis support services to the QRT Test Director for the research, development, testing, analysis, validation, publication, and integration of T-COP TTP and related assignments as part of a team of military, government civilian, and contract analysts. Will work closely with the Theater Joint Forces Land Component Commander Coordination Center, MARFORPAC, SOCPAC, and USARPAC and their sub-unified and major subordinate commands and develop test plans and procedures in accordance with DOT test methods as outlined by the JT&E handbook and specific task requirements. Will be responsible for the implementation of products for the military customer that address the project's objectives, test concepts, and the end state methodology for transitioning the task products to the operational user.The ORSA will be responsible for the implementation of project's test planning efforts requiring research and analysis on potential test venues and test issues to ensure the project plan can be accomplished and the test issues can be answered.Additionally, the candidate will assess doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) and DODAF architecture views and process flow diagrams. Candidates will offer risk reduction strategies, and risk mitigation plans, and fully document test planning processes requiring close coordination with all team members and test venue sponsors.
Will support test planning efforts to provide qualitative and empirical data analysis to support findings, conclusions, and recommendations on the effectiveness of the project T-COP TTP in support of the Operational Test Agency and the Operational Sponsor. The test project is scheduled to run from approximately April 2015 to March 2016. Limited travel throughout CONUS and OCONUS may be required.
Job Requirements
Required
Experience:
Master s Degree with 6 years of relevant experience in ORSA, Applied Mathematics, or Statistics
Experience developing test concepts, test designs, and evaluation metrics
Experience analyzing objective and subjective data to resolve test measures and objectives
Experience with development of data collection and analysis plans
Experience formulating test results and reports to support operational personnel in the transition of the product under test
Must be able to effectively operate in a demanding team environment, have excellent communication skills, strong interpersonal skills, flexibility, and a high degree of demonstrated professionalism
Proficient with Microsoft Office suite of software applications with an understanding of scheduling and accounting toolkits, such as Microsoft Project
Desired
Experience:
Recent operational expertise (within last five years) in processes analysis and process improvement utilized in the planning and execution of military operations at the combatant command levels
Experience in statistical analysis using small sample sizes, effects measurement using various methodologies such as Cohen's d
Experience with DOD Joint Test & Evaluation Program
