Proven experience in developing training materials for Collateral Security Programs and training staff.
Proven experience in reviewing command Billet documents to ensure appropriate security clearances for the billet are assigned, with documented SF 313 Non-Disclosure Agreements.

Job Description: URS is looking for a Collateral Security Specialist to join our team at Camp H.M. Smith in Hawaii!
Responsibilities:
Work under the direction and guidance of the Command Collateral Security Manager, and serve as a security specialist to assist in the overall development, implementation and management of the Command s Collateral Security program.
Develop/publish written Command Security instruction for safeguarding classified information and what actions to take during emergency situations and military operations.
Properly train (and document this training) staff/personnel who are assigned to perform collateral or additional duty security duties. Ensure staff/personnel are trained on changes in policies and procedures
Develop, coordinated and conduct the Commands Collateral (non-SCI) Security Education and Training Awareness (SETA) program
Report, record, and coordinate with the proper authorities threats to security and security incidents pertaining to non-SCI classified information, including foreign government information.
Assist with the coordination, preparation, dissemination and maintenance of the Command Security Classification Guide (SCG)
Assist with the development and conduct of Original Classification Authority (OCA) training on an annual basis
Maintain liaison with Commands Public Affairs Office, Operations Security (OPSEC) officer and other offices as applicable to ensure information, including press releases and photos, proposed or intended for public release, including via website postings is subject to a security review IAW applicable directives.
Ensure security measures are in place for the classification, safeguarding, transmission, declassification and destruction of non-SCI classified information.
Coordinate as required with the Foreign Disclosure Officer/Representative on all matters governing the disclosure of classified information to foreign governments and international organizations.
Manage certification of collateral (Non-SCI) secure areas to include ensuring proper security standards are met with the construction of new collateral security areas or renovation of existing collateral secure areas. This includes all facilities located overseas.
Track/manage background investigative dates on Command personnel and initiate periodic re-investigations through e-QIP.
Develop/manage a NATO Security program; indoctrinate Command personnel who have a valid nee-to-know into NATO Access.
Manage overall Collateral (Non-SCI) personnel security program for the Command; ensure all personnel assigned to the Command are owned under the appropriate collateral security manage office code in JPAS.
Ensure newly assigned personnel are granted appropriate security clearance for the billet assigned, execute a SF 313 Non-Disclosure Agreement if required and ensure JPAS security record is up-to-date.
Develop/Implement formal security clearance debriefing process.
Process/manage overall Collateral (non-SCI) security incident processes.
Serve as Initial Command Security Office for security in processing (military, civilians or contractors)
Develop/Implement procedures/processes for incoming and outgoing Collateral (Non-SCI) visit certifications via JPAS or other appropriate means.
Maintain applicable security directives, regulations, and manuals necessary to execute and perform collateral security duties dealing with Personnel, information and physical security.
Perform data entry and Building LENEL access badging systems
Manage industrial security program for Command and coordinate with Command SSO when access to SCI is required.
Manage Non-SCI areas and Safe combination procedures; ensure changed when required and properly required.
Develop/Conduct training for how to properly manage collateral secure areas (ie end-of-day security checks).
Develop/conduct derivative classification training to Command; ensure personnel are knowledgeable of and properly execute classified markings for derivative classification in documents and email.
Develop/implement procedures for Command personnel who are authorized and approved to remove classified information for work at home.
Develop/implement procedures for SF 311 annual submission
Conduct Command Self-Inspection of the collateral security program; document results of inspection and progress in correcting deficiencies/findings.
Develop/implement command Courier procedures for Collateral (non-SCI) classified material/equipment.
Attend working groups and planning team meetings.
Prepares all relevant documentation in standard military templates.
Performs other related duties as assigned.

The check will bounce and the victim is left responsible.
