Proven oral and written skills for communicating with senior level decision makers, as well as peers and subordinates.
Proven ability to produce finished products, prepare and present briefings in DoD formats, and participate in meetings and conferences.
Demonstrated capability in creative thinking and original research in the area of personnel security to provide judgments and decisions to problems encountered in the area of Personnel Security issues.
Experience/knowledge in guidelines for DoD and service security regulations and directives that address SCI personnel security policies and procedures.
Experience with transferring hardcopy documents to electronic files
Must be proficient in Microsoft Office Tools
Must be able to work independently and effectively communicate at the Flag/SES level.
Must be a U.S. citizen with an Active TS Clearance, and SCI eligible.

Job Description: URS is looking for an SCI Personnel Security Specialist to join our team at Camp H.M. Smith in Hawaii!
Responsibilities:
Work under the direction and guidance of the Command Special Security officer, and serve as a SCI personnel security specialist to assist in the overall management and implementation of the Command SCI Personnel Security Program
Develop and implement broad plans and policies for the protection of SCI and other sensitive information.
Directs the handling, storing and use of Sensitive Compartmented Information (SCI) materials in compliance with DoD directives.
Controls and maintains appropriate access to databases such as the Joint Personnel Adjudication System (JPAS), Scattered Castle, and Gatekeeper/CATS.
Implements and manages security policies, procedures, and programs required to manage SCI programs and protect SCI resources.
Conducts on-site Security Assessment Visits (SAV) for compliance with applicable security standards, regulations and operating procedures.
Develop and implement a process to formalize the SCI nomination process
Staff SCI nomination requests for approval/disapproval
Review records and conduct SCI prescreening interviews
Maintain applicable security directives, regulations and manuals necessary to execute SCI personnel security duties
Schedule and conduct in-depth SCI indoctrination briefings
Develop and implement a standardized process for requesting and passing SCI access for Command members traveling and visiting other agencies/organizations
Process in-coming/outgoing SCI visit certifications via Joint Personnel Adjudication System (JPAS) or other classified message handling systems
Maintain SCI personnel security files and assist with converting hardcopy files to electronic files
Develop SCI training material related to SCI personnel security to improve staff awareness
Develop Command process to receive/process reporting of foreign travel and foreign contact from Command personnel
Develop and implement approval process to grant SCI cleared member s access to SCI areas they are not assigned to but required frequent access to.
Review information received on SCI cleared personnel that could impact continued eligibility to SCI and provide guidance to leadership of what security actions should be taken. Track process and ensure all supporting documentation is properly reported to appropriate Adjudication Facility for a security determination.
Develop Standard Operating Procedures as they relate to SCI personnel security to ensure unit personnel are aware of their SCI reporting requirements.
Assist in training appointed SCIF Special Security Representatives (SSR) on personnel security requirements and how it relates to the overall management of the SCIF the SSR is responsible for managing
Develop SCI debriefing handbook to ensure personnel are aware of their continuing security requirements once they are debriefed
Schedule/conduct SCI debriefings
Establishes objectives and requirements.
Develops program/project standards and schedules.
Attend working groups and planning team meetings.
Prepares all relevant documentation in standard military templates.
Performs other related duties as assigned.
